This mechanism Has a stick with a handle and spring on it. The brass part has steel insides with holes in it. When you mash the handle down it probably agitated the first. I can't find anything about it in antiques concerning washing machines....

am fair certain that it is proper brass. I live in rural Iowa so it is not likely that I will be able to find a local place to help with the etching or refurbishing.
What search terms should I use to find service providers online?...
disclose sure it is proper brass, if it is plated you will have to have it engraved 1st then replated and lacquered.
real brass , get it engraved , polished and lacquered, draw up sure the polisher is aware of the engraving.
The bell is 6 in gigantic and 5in in diameter. It is made of solid brass and it also has capital letters written all around the top of it. Those letters are as follow: DCEM-MEAM-AUDD-QUI-ME-TANGIT

Former Griffiss Air Force Base firefighters have beaten ground to begin construction of the 10-foot cobblestone tower, in memory of Jonathan F. Myers, the five-year-old son of Christopher and Loretta Myers, who was a casualty of a drowning in the park in 2007. Christopher Myers is a former Griffiss AFB firefighter.
The tower will house a 50-a pasting brass bell that can be used to summon help in case of an emergency anywhere in the park.
The bell was ordered from a company in Minnesota, which provided a larger bell than the one from day one ordered, for the same price, when it learned the bell’s purpose.
Donations for the construction of the tower have come from former Griffiss firefighters, who are now stationed throughout the Joint States. And cobblestones sent from the firefighters will be incorporated within four pillars.
Peter Kazlauskas, retired assistant chief at Griffiss said, "This present is something we wanted to do to not only honor the memory of a firefighter’s child, but also help the make sure something this tragic never happens again." Kazlauskas went onto interpret, "if anyone, especially a child, is hurt, missing or needs assistance, this bell can be rung to summon help."
