Because the Great Highland Bagpipe is more popular than the Irish War-pipe. Pipe music is a strong part of both cultures. The GHB is played world-wide, so it's a natural progression that the Irish play them. I suppose N. Ireland's influence first,

North-side kids hear the surprising sound of bagpipes
Frambach, who has played bagpipes for years, told the kids about her instrument and the authentic wool kilt she wore. Joining her was her friend, Hurless-Banks, who lives in Urbandale but was born and grew up in Scotland.
A kilt originally was the official uniform and a form of bedding for Scottish military men, Frambach said.
"They'd wrap themselves in a blanket, use it to sleep, and in the morning they'd wrap it around themselves again and off they'd go. It was a sleeping bag and a backpack all in one," she said.
Frambach and Hurless-Banks told the kids that kilts are custom-made, and men, women, boys and girls wear them. They are made of a family's particular tartan, or woven pattern.
Frambach said a good set of bagpipes typically costs at least $1,500, and the pipes, made of wood, can crack if they're played in extreme cold. She played several tunes, and the loud sound of the pipes widened the eyes of her audience.
Members of the Iowa Scottish Pipes and Drums travel the state to perform in parades and festivals, Frambach said. The next performance will be at the Waterloo Irish Festival on Aug. 6.
